Thanks for the feedback! That’s not possible right now, but that’s something we’ve looked into indeed.
Until this gets added to Jetpack, I would suggest the following:
1) Create a new Page on your site, named “Subscribe” for example.
2) Insert the following shortcode in the page content:
[jetpack_subscription_form]
3) Send a link to that page to all your existing subscriber list, to allow them to subscribe again using Jetpack Subscriptions.

How will you pay affiliates who can’t receive payments with Paypal?

We only accept Paypal for payouts, so I’m afraid you won’t be able to use our Affiliate program if you can’t receive payments with Paypal.

OK. Thank you for the feedback but why is the PayPal email same as contact email? I expect the contact email to be the email of the wordpress.com account used to sign up for the program.

You’ll be able to decide where affiliate payments will be sent when you create your account on refer.wordpress.com: you can either use the same email address as the one you used to create your WordPress.com account, or you can use any other email address. That’s up to you!
