I am completely confused buy this post. I had understood “self-hosted” sites to be wordpress.ORG, not wordpress.COM, and that WP.com users can’t use the Jetpack plug-ins at all, much less benefit from all this newness.
Not so?
Please explain?

The new Editor and the desktop apps are already available to every WordPress.com user, including you! You can read more about it here.
The Jetpack plugin is only there as bridge between WordPress.com and WordPress.org: it enables “self-hosted” sites to use these WordPress.com features.
I hope this clarifies things a bit!

So… I need a wordpress.com login to use this? And when I go there, it wants me to, like, create a wordpress.com site, which I have no need for. What’s the deal?

The desktop app is useful to manage WordPress.com sites as well as self-hosted WordPress sites you connected to a WordPress.com account.
If you’d like to try the app for one of your self-hosted WordPress sites, start by installing the Jetpack plugin under Plugins > Add New in your dashboard. You’ll be able to create a WordPress.com account during Jetpack’s configuration, and you won’t need to create a WordPress.com site.
